Transfer Hours Before New Tuition: A Kentucky Beauty Student Record Checklist

Direct sources. Clear status. Practical public information.

A student considering a change of Kentucky beauty schools is making more than one decision. The current Kentucky rule separates withdrawal, certification of completed hours, credit eligibility, the Program Hour Transfer Request, enrollment at the receiving school, and the receiving school’s written cost.

That distinction matters because a verbal estimate, a time-clock screenshot, or a conversation with one school does not by itself establish how many hours the Kentucky Board of Cosmetology will recognize or what the new school will charge.

What the current Kentucky rule says

The Legislative Research Commission lists 201 KAR 12:082 as current. The regulation became effective December 2, 2025, and was reviewed for this guide on October 27, 2026.

  • Student records: schools maintain daily attendance, practical-work and clinic-patron records, and enrollment/withdrawal/dismissal records.
  • Certification of hours: a school must forward digital certification of completed hours to the Board within ten business days after withdrawal, dismissal, completion, or school closure.
  • Transfer step: a person seeking another licensed school must notify the current school of withdrawal in writing within ten days and complete the required digital enrollment at the new school.
  • Age of hours: the rule says full hour-for-hour credit applies to hours completed within five years of the new school-enrollment date; it says no credit for hours completed five or more years before that date.
  • Board form: transfer of valid hours between Board-licensed schools uses the Program Hour Transfer Request form. The regulation also contains limited cross-discipline credits into cosmetology and says transferred credit takes effect upon completion of the remaining cosmetology hours.

The six-record transfer packet

Record Question it answers What it does not prove alone
1. Written withdrawal notice When and how did the student notify the current school? That the Board has received certified hours.
2. Current attendance and practical-work summary What do the school’s records show as of a dated cutoff? Final Board-recognized transfer credit.
3. Certification confirmation Did the school send the completed-hours certification to the Board? That every claimed hour is valid or transferable.
4. Program Hour Transfer Request Was the current Board process used for the exact program? Acceptance into a receiving school or a cost outcome.
5. Receiving-school evaluation Which hours and remaining requirements does the receiving school identify, subject to Board control? A guarantee of completion, licensure, aid, or transfer result.
6. New written agreement and cost What tuition, fees, schedule, refund terms, and remaining hours are actually offered? That prior tuition, aid, or payments automatically move with the student.

A calm pre-enrollment sequence

  1. Freeze the date. Record the last day attended and the date of the written withdrawal notice.
  2. Request records in writing. Ask for a dated attendance-hours summary and practical-work record; preserve the request and response.
  3. Verify the Board route. Use the current KBC/LRC source for the transfer form and applicable program rule.
  4. Ask the receiving school for a written evaluation. Keep estimated hours separate from Board-recognized hours.
  5. Compare the remaining program. Review remaining hours, schedule, full listed price, included items, conditional items, refund terms, and effective date.
  6. Stop before signing or paying. Resolve any mismatch among school records, Board records, the transfer form, and the proposed agreement with the responsible school, KBC, and—when needed—a qualified adviser.

What this record does not decide

This checklist does not decide whether a particular hour is valid, whether a transfer must be approved, whether a refund is owed, whether financial aid follows a student, whether a receiving school must accept the student, or whether the student will complete a program or obtain a license. Those outcomes depend on the controlling record, the student’s actual facts, the receiving school, the Board, and any other applicable authority.
