A student can be present for instruction and still need a separate record of the practical work completed. Kentucky’s current beauty-school regulation treats those as two different records answering two different questions.
Under the current 201 KAR 12:082, Section 17, a licensed school must maintain a legible, accurate daily attendance record used to verify and track required contact hours. The same section separately requires a record of each student’s practical work and work performed on clinic patrons. One record should not be used as automatic proof of the other.
The two-record map
| Record | Question it answers | Examples of evidence | What it does not prove alone |
|---|---|---|---|
| Daily attendance record | When was the student present for required educational contact time? | Beginning, end, break, and lunch entries in the required timekeeping system; dated school records. | Which practical skills were performed, how well they were performed, or whether every curriculum requirement is complete. |
| Practical-work / clinic-patron record | What supervised practical work did the student perform? | Dated service or practice entries, type of work, instructor-supervised school record, and any school-defined completion evidence. | The student’s total certified contact hours, licensure eligibility, competency, or final Board decision. |
Why the distinction matters
The regulation separates curriculum hours, student records, certification of hours, instructor supervision, and services to school patrons. That structure creates several proof layers:
- Presence: the student’s recorded educational contact time.
- Activity: the practical work or clinic-patron work recorded by the school.
- Supervision: the instructor responsibility applicable to class and practical student work.
- Certification: the school’s separate reporting of hours to the Board under the current rule.
- Completion and licensure: later determinations controlled by the full applicable record and responsible authorities.
These layers may support one another, but they are not interchangeable. A time entry does not name the skill practiced. A practical-work entry does not by itself establish the student’s total Board-certified hours.
A student record-reconciliation card
| Field | Attendance record | Practical-work record |
|---|---|---|
| Date and program | Exact date and enrolled program. | Exact date and program context. |
| Evidence type | Timekeeping/contact-hour record. | Practice/service/clinic record. |
| What is counted | Beginning, end, break, lunch, and credited contact time under the current rules. | The practical work or clinic-patron work the school records. |
| Human owner | School/instructor record owner and correction route. | School/instructor record owner and correction route. |
| Mismatch | Mark the exact date, field, and source of the difference. | Mark the missing, duplicate, unclear, or disputed activity entry. |
| Next proof | Current school record and Board-certified hour record when relevant. | School’s detailed supporting record and instructor review when relevant. |
Safe questions to ask
- Which record shows my educational contact time for this date?
- Which separate record shows the practical work performed?
- Who owns correction authority for each record?
- Has the school submitted the applicable hour certification required by the current rule?
- What remains unknown after comparing the two records?
Reader stop point
Pause before treating one school record as a complete answer about progress, transfer, completion, examination, or licensure. Those decisions may involve other records, the exact program, current Board procedures, contract terms, accreditor or federal-aid rules when applicable, and qualified review of the student’s facts.
